چکیده

تغییرات شدید جهان معاصر ضرورت حفظ محیط زیست، کاهش فقر، افزایش سواد، ساختارهای پنهان، پیچیدگی های عملکردی- ساختاری جوامع امروزی از موضوعاتی نیست که بتوان با الگوهای توسعه عصر صنعتی به آنها دست یافت. حکمروایی شایسته به عنوان یک پیش شرط اساسی برای عملکرد خوب بازارها و ایجاد شرایط جذب سرمایه گذاری و تخصیص پایدار سرمایه گذاری های فیزیکی و بهبود کارایی سازمانها و عملکرد شهرها از اهمیت ویژه ای برخوردار است. از سوی دیگر می‌تواند از طریق اثرگذاری بر سایر مولفه های توسعه منطقه در افزایش رفاه عمومی و امنیت اقتصادی نیز تاثیرگذار باشد و زمینه توسعه پایدار مناطق آزاد را فراهم سازد. نوع تحقیق کاربردی – توسعه ای و روش تحقیق توصیفی – تحلیلی است و روش جمع آوری اطلاعات کتابخانه ای و پیمایشی با استفاده از پرسشنامه می باشد. در تجزیه و تحلیل داده ها از نرم افزار SPSS و از روش های آزمون T تک نمونه ای، همبستگی پیرسون و رگرسیون چند متغیره استفاده شده است. محدوده مورد مطالعه کل محدوده 51 هزار هکتاری منطقه آزاد ارس بوده که حجم نمونه با استفاده از فرمول کوکران 400 نفر می باشد. نتایج حاصل از ضریب همبستگی پیرسون و رگرسیون نشان می دهد که رابطه معنادار بالایی بین شاخص های حکمروایی خوب با شاخص های توسعه پایدار وجود داشته و الگوهای حکمروایی خوب با ضریب تحقق 62 درصد توانایی پیش بینی و تحقق شاخص های توسعه پایدار را در منطقه دارا می باشد. در نهایت جهت تحقق توسعه پایدار منطقه آزاد ارس اتخاذ رویکرد حکمروایی خوب الزامی است.

Competent governance is of particular importance as a basic precondition for the good functioning of markets and creating conditions for investment attraction and sustainable allocation of physical investments and improving the efficiency of organizations and the performance of cities. On the other hand, it can be effective in increasing public welfare and economic security by affecting other components of the region's development and providing the basis for the sustainable development of free zones. The type of research is applied-developmental and the research method is descriptive-analytical, as well as the method of collecting library and survey information using a questionnaire. SPSS software and single-sample T-test, Pearson correlation and multivariate regression methods were used in data analysis. The studied area is the entire area of 51 thousand hectares of Aras Azad Zone, and the sample size is 400 people using Cochran's formula. The results of the research show that despite the failure of Aras Free Zone in achieving sustainable development goals, there is a significant relationship between good governance indicators and sustainable development indicators, and good governance models with a 62% realization rate have the ability to predict and realize development indicators. have stable in the region.
